A recent letter to the editor \"Don\'t make scapegoats\" (July 15) gave a false impression that the county targeted La Vina residents and infringed on private-property rights in ensuring that the trail network is completed.

The original La Vina approval conditioned the proposed trail that was accepted by the developer. As the successor to the developer, the La Vina Homeowners Association assumes any ongoing obligations.

The trail condition, as well as other conditions approved by the board of supervisors, was an agreement between the county, the developer, and the Altadena community, to mitigate the impacts of the La Vina development. It is the county\'s responsibility to ensure that these commitments are honored. The county negotiated in good faith with the La Vina HOA in an attempt to resolve the issue.

Litigation is always the last resort. Rather than a threat, my letter to La Vina residents was an appeal for reason so that all parties could avoid litigation.

As an essential component of the La Vina approval, the Altadena community deserves to see this trail completed and the county will continue to work to see that this occurs.
