August 29, 2002 -- The Pasadena Planning Commission considered the Arroyo Seco Master Plan and EIR last night. At the end of a three hour discussion, the the Commission adopted a pointed resolution stating that they cannot recommend certification of the Environmental Impact Report and find the EIR inadequate because it fails to properly address water resources issues, doesn't consider the impact of increased Rose Bowl events, and fails to provide an effective alternative that would restore/conserve the existing character and natural assets of the Arroyo Seco.

The Pasadena Planning Commission meeting last night was a dynamic,
even thrilling, discussion of the future of the Arroyo Seco.
Commissioners were receptive and engaged as concerns about the
current Arroyo Seco Master Plan and EIR were discussed in some
detail. Josh Hart of the Planning Department and Rosa Laveaga of the
Parks and Natural Resources Division of Public Works presented the
plan.

A series of Arroyo advocates came forward to criticize the current
plan and make eloquent and dramatic presentations about their hopes
to restore and enhance one of our community\'s greatest natural
treasures. Speakers included Richard Davis, Cheryl Auger, Pat Locke,
Peggy Stewart, David Czamanske, Tim Brick, Diana Britt, Jan Muntz,
Ray Dashner, Sylva Blackstone, Robert Witrey, and Mary Barrie.

Throughout the three-hour exchange in City Council Chambers, Planning
Commissioners, particularly Arnold Siegel, Elizabeth Trussell, Diana
Peterson-More, Mark Leon, Richard Janisch, and Merillee Fellows,
asked perceptive questions and pointed out flaws in the planning
process.

Discussion of the AS Master Plan EIR was on the agenda as an
information item, but, after a thorough discussion, the Commission
adopted a pointed resolution stating that they cannot recommend
certification of the Environmental Impact Report and find the EIR
inadequate because it fails to properly address water resources
issues, including the potential for flood channel removal, doesn\'t
consider the impact of increased Rose Bowl events, and fails to
provide an effective alternative that would restore/conserve the
existing character and natural assets of the Arroyo Seco. The
resolution also recommends that the Master Plan should be reopened to
reconsider specific inappropriate projects and that consideration of
the Arroyo Seco Watershed Restoration Study and its recommendations
should be included in the Master Plan and EIR.

The vote was unanimous.
