The state of California has stated that the water shortage may stifle growth. Water shortages curtailed growth in many California cities during the `80s, especially in the central coastal area. Every new apartment unit, condo or new home in Pasadena will increase the usage of water. It is time to play hard ball about the water shortage in addition to the nine \"refrain\" measures issued by Pasadena Water & Power.

OK, city of Pasadena, step up to the plate and refrain from new building permits for new homes, apartments and condo units. Refrain from dense housing units. You can also follow the nine measures of the city\'s water shortage plan that are now in effect. The challenge to the city of Pasadena is to lead by example.
