It urges Pasadena officials to follow the example of Santa Monica\'s Third Street Promenade and shut off four blocks of Old Town Pasadena to traffic between Pasadena Avenue and Arroyo Parkway, while leaving cross streets open to traffic, in a bid to make Old Town more attractive, less congested with traffic and a healthier, quieter place to visit.
