Arroyo Seco Watershed Coordinator Jeff Chapman has been selected by the Council of Arroyo Seco Agencies to represent the Arroyo Seco Watershed on the Upper Los Angeles River Steering Committee of the county-wide Integrated Regional Water Management Program (IRWMP)that is now being set up. The IRWMP will develop a strategic plan for water resources, quality, open space and habitat for Los Angeles County. Five subregions have been established: North Santa Monica Bay, South Bay, Upper Los Angeles River, Upper San Gabriel River, and San Gabriel and Lower Los Angeles River. The Arroyo Seco, the most celebrated tributary of the Los Angeles River, lies in the Upper Los Angeles subregion.
For the last eighteen months Jeff Chapman has been the Arroyo Seco Watershed Coordinator, a program of the Arroyo Seco Foundaton funded by the California Department of Conservation. A local native, Jeff served as a teacher and naturalist for the National Audubon Society. He developed environmental education activities for the Audubon Center at Debs Park in Northeast Los Angeles. Prior to that the served as the Education Assistant of the Catalina Island Conservancy from 1998 to 2002. Jeff resides in Montecito Heights.
The Upper Los Angeles River Steering Committee will be chaired by Los Angeles Department of Water and Power. Other members include City of Los Angeles Bureau of Sanitation, City of Los Angeles Department of Recreation and Parks, Los Angeles County Department of Public Works, Upper Los Angeles River Area Watermaster, LA/SG Rivers Watershed Council, California Coastal Conservancy, Mountains Recreation & Conservation Authority, Burbank/Glendale, Pasadena/South Pasadena, Arroyo Seco Watershed, Tujunga Watershed Area (The River Project), and the Headwaters Watershed Area (Calabasas).
